Performance Budgeting Project Overview

On July 24, 2009, the Commonwealth of Virginia entered into a contract with Project Performance Corporation (PPC) to implement a new Performance Budgeting system for the Commonwealth. The goal of this project is to replace the variety of systems, databases, spreadsheets, and documents that currently support strategic planning and budgeting in the Commonwealth. The new fully integrated, web-based system will streamline existing COVA strategic planning and budgeting functionality and provide modernized features.

Phase I (July 2009 -- September 2010)
The base modules of the Performance Budgting system were designed, developed and implemented for statewide use. Modules included in the Phase I delivery were: Operating Budget, Capital Budget, Budget Execution, Six-year Plans, Narrative, Reporting, Work Tray, and Administration. These Phase I modules went live in production on September 20, 2010. Link for Live PB System .

Phase II (September 2010 - May 2011)
Implementation of Phase II has been put on a temporary hold in order to focus on newly approved change requests (Phase III work) and stability and performance of the production PB system. Phase III work is in progress and the determination of a revised implementation date for Phase II modules will be made in the coming months. The modules to be delivered for Phase II are:

Agency Spending Plans - The new system will provide the capability for agencies to develop their budget and spending plan at an agency-specific, detailed level that can be rolled up to comply with DPB's submission requirements.

Strategic Planning - The new system will be used for strategic planning and to track performance and administrative measures. It will also provide the necessary integration between strategic planning and budgeting.

Phase III (April 2011 - January 2012)
A Phase III for the Performance Budgeting Project was approved to include 217 change requests to add or modify functionality across all PB modules. PPC support for on-going system maintenance was extended until October 2012.
